William Johnson

William M. Johnson was appointed Deputy Chief Operating Officer and City of Atlanta Public Works Commissioner by Mayor Kasim Reed in 2016. Prior to these appointments, Johnson served as the Director of Baltimore City Department of Transportation, where he had a pivotal leadership role in providing construction, reconstruction and repair for thousands of miles of roadway, intersections and other public utilities. He began his eminent career in executive management and administration in 1991, while working as Division President and General Manger of Waste Management, Inc. in Oakland, California.

Commissioner Johnson is a Senior Operations Executive with over 20 years of experience in managing change and improving organizations, by improving the quality of services, growing revenue, controlling expenses, and developing new business.

He has provided leadership to organizations and business units in excess of 2,300 employees, developed and managed budgets in excess of $400M, and has developed divisions to over $100M with full P&L responsibility.

Commissioner Johnson established new operating companies for Fortune 500 firms, and led the turnaround of two large service-based organizations. He managed and negotiated new and existing union agreements, worked in non-union environments, and developed new business while negotiating company contracts valued at over $1B.

Commissioner Johnson’s strengths include leading large teams with varied priorities and motivational levels, and finding common goals while pursuing excellence on behalf of the customer base.

One of the primary benefits Commissioner Johnson brings to the City of Atlanta is his ability to assess organizations and business situations, develop performance measures for success, develop the people, processes and technology required to achieve success, and to recognize all team members for their contributions to the organization’s overall success.

Commissioner Johnson earned a Bachelor of Science degree in Engineering from the University of Mississippi. He also received a Master of Science degree in Geological Engineering from the University of Missouri.
