Joseph Jarrin

Joseph Jarrin is the Executive Deputy Commissioner at NYCDOT. In this role, Mr. Jarrin focuses on the agency’s strategic management challenges and opportunities, and works across all divisions to improve performance management and streamline project delivery. He directly oversees Human Resources, Facilities Management, Budget, Contracting, Capital Program Management, Information Technology, and the Audit Bureau.  Mr. Jarrin also oversees the agency’s diversity and inclusion efforts.

Prior to this, Mr. Jarrin served for nine years as the Deputy Commissioner for Finance, Contracting, and Program Management. In that position, he served as the Department’s Chief Financial Officer, overseeing the offices of Financial Management and Analysis, Grants Administration, Capital Program Management, Fiscal Affairs, and the Agency’s Chief Contracting Officer (ACCO). During his tenure, he successfully oversaw the commitment of over $9.1 billion in capital projects, including $2.4 billion in Federal funding. He also managed the expansion of DOT’s ten year capital plan from $11 billion in FY08 to $14 billion in FY17, in the interim managing large reductions to DOT’s capital program during the severe recession. For DOT’s operating budget, Mr. Jarrin advanced the multiple efficiency programs submitted to the Mayor’s Office, and managed the approval of additional resources for various DOT initiatives, including Vision Zero, Pedestrian Ramp Accessibility, and Roadway Resurfacing.

Before joining DOT, Mr. Jarrin served for ten and a half years in the Mayor’s Office of Management and Budget (OMB). During his tenure at OMB, Mr. Jarrin oversaw DOT’s budget for over six years, and for several years oversaw the budgets of other agencies such as Parks, Fire, Sanitation, Taxi & Limousine, and city subsidies to the Metropolitan Transportation Authority (MTA).

He holds a Bachelor’s degree in Economics from the University of California, Santa Cruz and a Master’s in Public Administration from New York University’s Wagner School of Public Service.
