In May 2021, thousands of individuals and organizations submitted responses to FHWA’s Draft 11th edition of the MUTCD highlighting how the regulatory document’s strict requirements are making street safety improvements difficult or impossible in US cities. While some of these constraints are explicit in the MUTCD, others result from car-oriented interpretations that have been baked into city practice for decades.
