As NACTO’s Associate Director of Programs, Jenny blends her transportation and program management experience to strengthen the organization’s internal program management and project delivery processes. 

Jenny has 12 years of transportation experience, much of it focusing on road safety and Vision Zero. At NACTO, Jenny led the development of City Limits, the first-ever tool that places street safety as the top-most priority for setting speed limits in urban areas; was involved in NACTO’s Capacity Building work, leading the development of Green Light for Great Streets and Structured for Success, which provide a starting place for transportation-minded decision-makers and advisors who want to understand how to improve project delivery in their cities; and supported pandemic response work, managing NACTO’s first-ever grant-making effort to provide funding for 10 cities working directly with community-rooted partners to implement Streets for Pandemic Response & Recovery projects. Earlier in her career, Jenny worked in the Transportation Line of Business at ICF, for the Standing Committee on Environment at AASHTO, on the Research, Implementation, and Safety team at New York City DOT, and for the Rudin Center for Transportation at NYU. Jenny holds a BA from Tulane University in Political Economy, and a Master of Urban Planning from New York University.
