NACTO cities and transit agencies aspire to stronger, safer transportation systems and communities. To get there, they need infrastructure policies and transportation projects that connect people to opportunity, disrupt historical harm, and address urgent safety needs.

NACTO develops policy positions on a variety of transportation issues at the federal, state, and local levels. These positions reflect the needs of cities, where the majority of Americans live. While cities have long led efforts to make transportation safe, equitable, and sustainable, they cannot succeed alone. It remains critical that governments at all levels work with cities and transit agencies to formulate a legislative and regulatory environment that truly supports growth and prosperity for all.

Federal policy platform

NACTO takes positions on legislative and administrative actions that support safe and accessible transportation systems that connect people to their communities, support our collective economic well-being, and ensure the health and well-being of people.

Our core principles for federal legislation and administrative action are:

  1. Invest in a transportation system that is safe, multimodal, and accessible.
  2. Modernize transportation funding to make it easier for cities and transit agencies to fund and deliver projects for their communities.
  3. Prioritize and expand transit to meet the nation’s current and future mobility and access needs.
  4. Advance public policy through innovation and strategic partnerships.

State policy platform

To deliver on the safe, multimodal transportation networks that residents demand, cities must have supportive and strong partnerships with their legislative bodies and state departments of transportation.NACTO staff are currently working with members to refresh and focus a state-specific policy platform. Staff of member agencies interested in supporting this effort should join the Policy Peer Network on our community forum.
