NACTO Welcomes Five Cities and Transit Agencies as New Members

Belgrade, Montana; the Jacksonville Transportation Authority; the Montgomery Department of Transportation; the Spokane Transit Authority; and the Toronto Transit Commission join network of more than 100 city transportation agencies

The National Association of City Transportation Officials (NACTO) is proud to announce that the city of Belgrade, Montana, and four transit agencies—the Jacksonville Transportation Authority, the Montgomery County (MD) Department of Transportation, the Spokane Transit Authority, and the Toronto Transit Commission—have joined the more than 100 NACTO member cities and agencies dedicated to building safe, sustainable, and equitable transportation systems across North America. 

“The strength of the NACTO network lies in our ability to bring new, innovative ideas that work from one place to another,” said NACTO Executive Director Ryan Russo. “Collectively, the NACTO network champions investment in safe and affordable transportation that increases access to opportunities in our cities.” 

Each of NACTO’s new members is already moving the needle for their residents: 

  • Belgrade, Montana, is developing a comprehensive safety action plan, along with rapidly-deployed quick-build demonstration projects, to better connect its downtown core with surrounding residential neighborhoods. 
  • The Jacksonville Transportation Authority is advancing multimodal infrastructure and autonomous mobility in Northeast Florida, ensuring that more communities have safe, reliable, and convenient mobility options.
  • The Montgomery County (MD) Department of Transportation is advancing multiple BRT corridors, building out a low-stress bike network, and continuing its nationally-recognized work in accessible design. 
  • The Spokane Transit Authority is planning a new bus rapid transit project in the region’s busiest corridor.
  • The Toronto Transit Commission—the third-largest transit agency in North America—is implementing transit priority measures through its RapidTO initiative, including bus priority lanes and transit signal priority.

“The Montgomery County Department of Transportation is proud to be shaping how people move—to enhance safety, strengthen our economy, and create vibrant communities,” said Chris Conklin, Director of the Montgomery County (MD) Department of Transportation. “Montgomery County is a national leader in advancing sustainable transportation solutions that align with our ambitious goals, and we know that progress comes through partnership. Through NACTO, we’ll collaborate at a national level to share knowledge, exchange ideas, and continue building a safer, more connected future for everyone who lives, works, and travels here.”

“Spokane Transit is delighted to be a part of NACTO,” said Karl Otterstrom, CEO of Spokane Transit. “This network of peer agencies creates an effective platform for information sharing and design guidance to adapt to the ever-changing built environment, especially around multi-modal options. We endeavor to connect everyone to opportunity, and NACTO membership ensures we continue to provide high-quality transit for the Spokane region.”

“The Toronto Transit Commission is proud to join NACTO,” said Josh Colle, Chief Strategy and Customer Experience Officer at the Toronto Transit Commissioner (TTC). “As Canada’s largest transit system, serving one of North America’s fastest-growing urban regions, we look forward to opportunities to learn from peers and share our experience integrating bus, streetcar, and subway services into a multi-modal network.” 

NACTO’s more than 100 member agencies are responsible for the safe movement of tens of millions of people every day. The organization provides its members with valuable technical assistance, peer-to-peer learning opportunities, and forums for sharing best practices. Through its peer networks, annual Designing Cities conference, federally recognized design- and policy-focused publications, targeted street design workshops, and virtual design charrettes, NACTO members showcase new projects, receive feedback from peers and industry experts, explore common challenges, and learn from shared experiences.
