The National Association of City Transportation Officials (NACTO) congratulates Congress and President Obama on their swift action to shore up the economy through the American Recovery and Reinvestment Act. This bill breaks new ground in transportation policy by directing states to put a significant portion of highway funds into metropolitan areas. At the same time, ready-to-go public transportation projects came up short in the final bill.
