NACTO Announces New Executive Board Leadership


Board Includes Visionary Leaders from Columbus, Philadelphia, Portland OR, Los Angeles, and Somerville MA

The National Association of City Transportation Officials (NACTO)–an association of 100 cities and transit agencies across North America–today announced the unanimous election of Millicent D. Williams, Director of the Portland Bureau of Transportation, and Kelly Scocco, Director of the Columbus Department of Public Service, to serve as NACTO’s Board Treasurer and Secretary. Brad Rawson, Director of Mobility for the City of Somerville MA, was unanimously reelected as the organization’s Affiliate Member Representative.

“How cities serve their people is defined by how well they provide access to opportunity. Nowhere is this more visible than with transportation—and whether everything cities have to offer is safely, reliably, and fairly within reach,” said Ryan Russo, NACTO Executive Director. “Our cities are strongest when we work together with strong leadership–no matter the politics or the pressures. Millicent and Kelly’s management and leadership experience will help elevate and accelerate NACTO’s progress into a new era.”

“I am honored to join leaders from across North America in service of making cities fairer and more responsive to the needs of our residents,” said Millicent D. Williams, Director of the Portland Bureau of Transportation and NACTO Treasurer. “I look forward to collaboration and to contributing my learned and lived experience, skills, and passion toward advancing the organization’s mission and goals and am excited to bring NACTO’s best and emerging practices to the City of Portland in general and to the Portland Bureau of Transportation specifically.”

“City transportation systems provide vital and safe connections for residents to get to jobs, education, services and amenities,” said Kelly Scocco, Director of the Columbus Department of Public Service and NACTO Secretary. “A significant increase in funding passed for transit in Columbus and our neighboring communities will connect more people to opportunities through expanded, modernized transit and more sidewalks, bikeways and trails in our fast-growing region.”

“NACTO has been such a strong voice and resource for cities across North America working to make transportation systems more accessible to all,” said Michael Carroll, Deputy Managing Director of the Philadelphia Office of Transportation and Infrastructure Systems and NACTO President. “With Millicent and Kelly on board, we can do even more to unlock the promises our streets—and this organization—have.”

“Cities advocate for people and NACTO advocates for cities,” said Janette Sadik-Khan, NACTO Chair. “NACTO’s new leadership team will be champions for local governments as they answer some of the biggest challenges of our time.”
