In 2023, the City of Durham began work on its Transportation Equity Action Plan, which was completed in December 2024. The plan is the result of a comprehensive discovery process, spatial analysis, staff capacity-building efforts, and a collaborative, staff-driven action planning approach. In this hands-on workshop, participants will explore how the City of Durham Transportation Department engaged its staff throughout each phase of the plan’s development. Attendees will also gain practical experience with one of the key training tools used to foster a deep understanding of transportation equity across all levels of the organization. Additionally, participants will learn about the equity analysis tools created for the plan. The workshop will conclude with a discussion on how other agencies can apply similar tools and approaches to their own planning and organizational development efforts.

- Explain the key steps for developing a data-informed, staff-led transportation equity action plan.
- Describe some of the tools and techniques needed to create a transportation equity action plan
- Explore the role of staff engagement in transportation equity planning and identify opportunities to include staff in the equity planning process
- Identify opportunities to incorporate transportation equity tools into your organization’s planning and organizational development processes

- Anne Phillips, Ph.D., Founding Principal, Just Cities Collective. Anne led the development of the City of Durham’s Transportation Equity Action Plan, the first municipal-level plan of its kind in North Carolina.
