One of the most popular events at our annual Designing Cities Conference, the Meet the Cities poster session gives every NACTO member agency the opportunity to share their projects, successes, and works-in-progress with their peers. Pittsburgh prepared the content below for its 2025 Meet the Cities poster.
The Lawrenceville Safety Suite project scope responds to safety concerns around Penn Avenue and Main Street in the Lawrenceville neighborhood. Penn Avenue was identified on the Dept of Mobility & Infrastructure’s (DOMI) High Injury Network for targeted quick-build Vision Zero upgrades. Construction was completed in October 2024.
Quick Build Traffic Diverters with Pedestrian Refuge Island
These diverters respond to a high concentration of angle crashes at two minor-road uncontrolled intersections, which see a lot of cut-through traffic across the major road. The diverters restrict through-movements and left turns, improve sightlines by restricting parking near the intersection, and improve pedestrian access and safety.
Materials include “QwickKurb” lane hardening, precast concrete curbs & a small rubber speed hump to accommodate bus turning movements while still slowing vehicles.


Quick Build Chokers
Main Street is a “yield street” where there is only 16’ for two-way travel. A vicious cycle of side-swiping parked cars, sidewalk parking, and speeding led to DOMI looking for an affordable, low-touch intervention.
Quick-build chokers and parking lane lines effectively discourage sidewalk parking days after construction. The local community group plans to place large planters in them this summer. These chokers cost less than $1,000 per pair and were spaced throughout the corridor every 300-500 feet.
